Does a self-employed Plumber in the Netherlands have to send electronic invoices?
E-invoicing is mandatory for invoices to Dutch public bodies (B2G) and has been since 2017. There is no domestic B2B mandate yet. The Dutch government plans to make e-invoicing mandatory for all domestic B2B invoices from 1 July 2030, alongside the EU ViDA rules and without phasing by company size; the bill has not yet passed parliament. No B2B obligation to receive. Peppol is very widely supported voluntarily. The accepted format is Peppol BIS 3.0 or SI-UBL 2.0. Peppol network. This is the position as at 8 October 2026 — e-invoicing legislation is moving quickly across the EU, so confirm against current national guidance before relying on a date. Vasco generates Peppol BIS 3.0 or SI-UBL 2.0 directly from an invoice, so a Plumber does not need separate software to comply.
What format does an e-invoice have to be in for a Plumber in the Netherlands?
Peppol BIS 3.0 or SI-UBL 2.0. A PDF emailed to a customer is NOT a structured e-invoice — a PDF is an image of an invoice, whereas the mandate requires machine-readable data that the recipient's system can process without retyping. Peppol network. Vasco produces the structured file from the invoice you already raised, rather than asking you to rebuild it in a separate tool.
What should a Plumber in the Netherlands do first to get ready?
If you invoice municipalities or housing corporations you already need this. Otherwise it is optional today — but adopting early costs little because most Dutch accounting software already speaks SI-UBL. Two practical points that catch out small trades businesses: being able to RECEIVE a structured invoice is often required earlier than issuing one, and 'sent' is not the same as 'accepted' — in Italy and Spain the authority can reject a filing, and a rejected invoice was never legally issued. Vasco tracks that distinction so a Plumber can see which invoices are genuinely filed and which were refused.
Do I need expensive accounting software to comply in the Netherlands?
No. The requirement is a valid structured file in the correct format, not a particular class of software or an ERP. A self-employed Plumber can comply with a tool that produces Peppol BIS 3.0 or SI-UBL 2.0 correctly and keeps the audit trail. Vasco is built for one-person and small trades businesses across six European markets and generates the formats each one requires, so you are not paying for an enterprise system to satisfy a rule aimed at invoice data.
